Temporary Deviation and/or Standing Delay on Routes

MMVTA Route A – Charleroi - Pittsburgh

Effective Friday, November 20, 2009 At Various Times As Noted


  The City of
Pittsburgh has provided permits to various organizations including but not limited to the Pittsburgh Downtown Partnership, PPG, Macy's Department Stores, Fifth Avenue Place and other groups to hold various events that collectively are being promoted as "Light-Up Night" on Friday, November 20, 2009.

 

The events will close various streets in Downtown Pittsburgh in additionon to those already closed for construction, and will also temporarily restrict major streets and avenues with rolling closures in the evening for a two band parade that will work its way initially from Macy's to PPG and then from PPG to the Roberto Clemente Bridge.

 

Closures will occur at various times of the day, including:

*Commonwealth Place Between Liberty Avenue & Fort Duquesne Blvd - 4:00 PM - 10:00 PM *Fifth Avenue Place - Penn Avenue Between Liberty Merge & Fifth Avenue Extension (Cecil Way) 6:00 PM - 7:00 PM

*PPG - Fourth Avenue Between Stanwix & Wood - 11:00 AM - 10:00 PM

*Macy's - Smithfield Street Restriction - Alternating Single Lane Between Fourth & Fifth Avenues (Buses Only) - 4:30 PM - 6:00 PM; then complete closure from 6:00 PM - 8:30 PM

*Roberto Clemente (Sixth Street) Bridge & Federal from West General Robinson to Fort Duquesne Boulevard - 10:00 AM - 12:01 AM

*Seventh Street Bridge Between Isabella & Fort Duquesne Boulevard - Single Lane Restriction - 10:00 AM - 8:00 PM - Full Closure - 8:00 PM - 12:01 AM

 

In addition, a rolling closure requiring standing delays will affect many units in the evening as two bands proceed via Smithfield Street and Fourth Avenue to PPG at 6:45 PM; then via Fourth, Wood Street, Sixth Avenue, Liberty Avenue and Sixth Street to the Roberto Clemente Bridge at 7:30 PM.

 

Fireworks will occur at Point State Park in conjunction with the lighting of the Duquesne Light tree at 8:45 PM; subsequently another set of fireworks will be shot from the Seventh Street Bridge towards the Roberto Clemente (Sixth Street) Bridge at approximately 9:15 PM.


This Detour Will Be Effective As Noted On Each Page Upon Notice From Traffic Or By A Road Operations Supervisor On The Scene.


  Resumption of regular route will occur as noted or with the first service unit on each route on the carrier's subsequent service day.

Detoured Inbound Service Will Use The Seventh Street Bridge In Single Lane Fashion From 10:00 AM Until Completion Of Inbound Service.

Outbound Service Will Be Maintained By Regular Route Via Single Lane On The Seventh Street Bridge Until 8:00 PM.

The Final Outbound Trip Of The Evening Must Be Detoured As Per The Routing Below.

The Roberto Clemente (Sixth Street) Bridge Closes At 10:00 AM Through 12:01 AM (Midnight) Inclusive (End Of Service).

The Seventh Street Bridge Is Restricted To Single Lane In Both Directions At 10:00 AM Until 8:00 PM.

At 8:00 PM, The Seventh Street Bridge Will Be Closed Entirely Until 12:01 AM (Midnight) (End Of Service).

Smithfield Street And The Smithfield Street Bus Lane Will Be Blocked To Motor Vehicle Traffic With The Allowance Of Buses Only Between 4:00 PM - 6:00 PM For Preparation For The Macy's Window Unveiling Ceremonies Later In The Evening.

To Avoid Traffic Congestion, Follow The Inbound Detour Below.

Upon Approach On The Boulevard Of The Allies At Grant Street, A Fibre-Optic "No Left Turn" Sign Will Be Activated.

Violate The Signal - Port Authority Has A Variance From Pittsburgh Police To Make This Turn.

Outbound, Bus Traffic Will Be Maintained Until 6:00 PM.

On Approach To Smithfield & Fifth Avenue, Hold At That Location Until Pittsburgh Police Or Port Authority Road Operations Personnel Allow Access, Then Proceed In Alternating Single Lane Fashion In The Opposite Parking Lane (Nearest The Windows To Macy's) Returning To The Bus Lane After Passing Forbes Avenue.

Inbound Buses To Expedite Movement Should Follow The Inbound Detour Below At That Time Until End Of Service (FACT) Or After 8:30 PM (MMVTA).

Upon Approach To The Boulevard Of The Allies At Grant, Operators Will Witness A Red Fibre-Optic "No Left Turn" Sign Activated From 4:00 PM - 6:00 PM.

Proceed With Caution - Port Authority Has A Variance From Pittsburgh Police To Violate This Signal.

Outbound, Regular Route Can Be Maintained.

On Approach In The Smithfield Street Bus Lane To Fifth Avenue, Units Are To Take A Standing Delay Until Brought Through By Pittsburgh Police Or Port Authority Road Operations Personnel.

When Permitted, Move To The Lane Of Smithfield Street Closest To The Macy's Windows Until Past Forbes Avenue, Then Return To The Bus Lane.

USE EXTREME CAUTION IN MAKING THIS MANEUVER.

At 6:00 PM, Smithfield Will Be Closed Completely Until After The Event Is Over (Approximately 8:30 PM).

MMVTA Units Are To Then Follow The Outbound Detour Below.

Any MMVTA Unit On Detour At 6:45 PM May Be Held For A Standing Delay On Forbes At Smithfield Until A Band Passes Under Escort From Macy's To PPG Plaza.

Due To Anticipated Street Congestion, And Busway Staging Congestion At The Time Of Arrival, All Westmoreland Transit Units Will Detour Accordingly.

All Boarding & Alighting Will Occur At Stop D On The East Busway At Penn Station (Amtrak).

Buses On Road (Inbound) To Avoid Traffic Congestion Will Hold At Brushton Terminal, Wilkinsburg, Pennsylvania Until Ten (10) Minutes Before Scheduled Departure Time From Outbound Stop A (Pittsburgh).

Buses Will Then Proceed To Inbound Stop D, Board Passengers, Then Begin Outbound Detour As Provided.
