Residential Architect: Pittsburgh turns empty spaces into housing

Pennsylvania's Steel City faces a shortage of downtown housing options. In an effort to create more, municipal leaders are following the example of cities and towns across the United States and Europe by starting a program to convert vacant upper floors of commercial buildings into residential space.
