Purpose:
To dramatically improve the level of cleanliness of Downtown Pittsburgh and change littering behavior. The Super Clean Program is designed to demonstrate the impact of a clean Downtown, implement a new quality control program (CQI) and to permanently change the behavior of individual citizens to decrease the amount of litter throughout the Golden Triangle. The Super Clean Program is part of the PDP's larger Excellence of Environment initiative.
Problem:
Cigarettes, graffiti, uncontained garbage, stained sidewalks, bus stops maintenance, non-maintained public infrastructure, roll down security gates.

Strategy:
Get Downtown Super Clean: The strategy is designed to demonstrate how much cleaner Downtown could be with an intense six-month cleaning campaign with a cleanup day kick-off, aggressive PDP cleaning (with additional temporary personnel and equipment), coordinated municipal forces, weekend volunteers, and a final invitation to the region to come and experience the cleaner Downtown. The budget for manpower estimates a one-two week orientation and 15 weeks of aggressive cleaning. It is the PDP’s belief that once Downtown is Super Clean, the regular PDP Clean Team forces will be able to maintain Downtown at the higher level of cleanliness.

Cigarette Butt Litter:
The CDC reports that over 20% of Pennsylvanians smoke, ranking 16th in the country for number of smokers. Many cigarette users do not view butts as litter. The PDP estimates that butt litter has been reduced by 20% because of our installation of cigarette Butlers.
Super Clean added 150 cigarette urns throughout Downtown with the help of Downtown stakeholders.
Four new "Billy Goats", have been purchased to help combat the cigarette litter.
